cant open web sites in e-mail says contact system administrator

I just got a new computer with Vista on it. I have Mirosoft Outlook on it
but I can open my e-mail but I cant click any web sites in the e-mail or open
attachments. The message says:
Microsoft Office Outlook
The message says this operation ahs been canceled due to restrictions in
effect on this computer. Please contact your system administrator.
