Set Outlook's mail accounts to use a LAN connection not a dial up one. That
way you're letting the OS handle the dialing behind the scenes. Setup your
machine to automatically dial up if an Internet connection is needed. That
way when any app on your machine need the 'net, dialup will happen if you're
not already connected.
