Can't open my display either under properties or via control panel

Don't know how or when but I can not get my display to open under properties
or under control panel.
Any one know how I can get it to open.

Click Start, Run and type CMD in the run box, press Enter key. Type:

regsrv32 themeui (and press Enter key)

Then type:

regsrv32 /i shell32″ (and press Enter key)

You might have to restart the computer before this will help.

Whoops! No quotes at the end of the second command.. it should read:

regsrv32 /i shell32 (and press Enter key)

Thanks but it did not work. Tried it twice. Would not rcognize the commands
entered.
Anyone have any other ideas?
