Can't open multiple IE windows

This happened to me once before, and I can't remember
what I did to fix it! I'm so frustrated!!

IE will only open one window at a time. If I try to open
a second window, it closes the first. If I click on a
link, it will open the link window, but close the
original window.

What can I do to fix this? I've already unchecked
"reuse windows" under tools:internet options:advanced
