Can't Open MSconfig

When I try to run MSconfig through I get a "This operation
has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator."

Yes, I am logged on as the administrator for my computer.
This problem started happening after I installed the latest
Windows update last week, but don't know for sure if that's
the cause.

Thanks for any help.
