Can't open more than IE browser window at a time

's Computer Specifications

Suddenly today I can no longer open more than one
internet explorer window at a time. For example if I'm
looking a website and I get a notification I have a new
email at hotmail and click on it, the browser window
closes and a new one opens - in the past the old one did
not close down just because a new one opened. I've tried
every method I can think of and I can never have more
than one open at a time, each time the old closes
completly and a new one opens.

Nothing has changed on my system that I know about,
nothing new installed, no pop up blockers used.

Any ideas?

I'm running XP professional sp 2 and IE
6.0.2800.1106xpsp2.030422-1633
