I can't open Microsoft Picture it Express 9 attachments to e-mail

's Computer Specifications

Every time I receive an e-mail with the above attachment. I get a message
that states it cannot be opened. I have the program and use it to send but
I can't open the received e-mail attachments. Can you help? Thanks Judy
