can't open links to local drives

I need a link that opens a file in a local drive. I can
make it work in a non-XP system, but not in XP. Does
anyone know if there's a way to make it work in XP?

This is the code I'm using right now:

<a href="file:///c:/blank.jpg">Access C Drive</a>

Found out a solution.
Added my site to Trusted Sites under Internet Options.
Now it opens the link.
