I can't open jpg files in Outlook 2003

I am running Windows XP, pro version and Outlook 2003. When I try and open a
jpg file attachment, I get a message saying, " %1 is not a valid Win32
application."
What is going on, and more importantly, how can I fix it. Thanks!

The default action in the Windows file association for .jpg files is
probably set to "run" instead of "open". In Windows Explorer or My
Computer, click on Tools | Folder Options | File Types. Scroll down the
list of registered file types until you see "JPG", left-click on it once
to select it, and click on Advanced. In the list of Actions, "Open"
should be the default (indicated by bold print). If "Open" isn't the
default, make it so. If "Run" is one of the listed actions, remove it.
