Can't open Int. Explorer with Limited User Account

Running XP Home. I have two accounts, and administrator
and a limited. The computer connects to the internet via
the NIC and a DNS. When I try to open IE with the limited
account it won't. Hourglass comes up but and then
nothing. Any help? Thanks
