can't open hyperlinks in microsoft outlook 2003

's Computer Specifications

When I click on an ad or a hyperlink in Outlook 2003 it window pops up and
says,
"This operation cancelled due to restrictions in effect on this computer....
It never did this before. How can I get back to what I used to do?
