can't open front-end exclusively

I created a shortcut. I can open the backend with the account and login.
The backend is on z:\Swimclub\ascs_be.mdb which is where the user had it. I
cannot re-link it but it may have something to do with the error message.
When I open the front-end which is in C:\ProgramFiles\Swim_club\ascs.mdb
exclusively I get the message "You don't have permission to open the db for
exclusive use." I need to write some scripts and change some forms in the
front-end. The open screen opens the frontend in user mode but not developer
mode. It appears to be linked properly. I did notice one thing. The
backend db was in Access 2003. The front-end is 2000. They must have tried
to convert it.
How can I open the ascs.mdb file?

I finally managed to get into this file. I joined the system security on
this file not the backend file. I either joined the wrong copy or didn't
join both files in any case it works. Thanks !
