Can't open *.eml file attached to an email or saved on another folder. can
see outlook on "open with" option but still it will not open

outlook doesn't open EML files, that is Outlook Express file type.

Note that google desktop can prevent forwarded messages from opening, so if
you have that installed you may want to uninstall it or disable email
indexing and see if the eml opens in express.
