can't open or delete email message

I received an email today that I can neither open nor delete.

Trying to open it causes a small pop-up that says "Can't open this item"

Trying to delete it from Deleted Folder causes a pop-up that says "An
error occurred in the underlying security system"
Same thing if I right click it and pick OPTIONS.

It also has a funny icon with what looks like a red ribbon with a gold
center thats located in the top left hand corner of the envelope icon.

Any ideas????

Outlook version 2002
Windows Vista Ultimate.
