can't open attachment with simplified chinese filename in outlook

I'm using Traditional chinese Windows XP with traditional chinese outlook
2000. The OS & Outlook were already installed with latest patches. Found that
the attachment with simplified chinese filename can't be saved or directly
open. The mail format is in text format and the simplified chinese characters
are shown as empty string in the filename. How can I view the filename
properly and open the attachment directly in the mail message? Is there any
hotfix / patch to fix it?

What antivirus software do you use? If you disable it, can you open or save
the attachments?
If you start outlook in safe mode can you open or save?
