Can't open anything

Windows 2000 Server

I can't open system properties, I can't do a start run and
then cmd or mspaint or anything. I cant open registory
with start and run and the regedit, I can only open things
with a dos prompt. It always says access denied unless
you open it from dos and I'm logged on as the administrator
