I can open the internet browser. But I can't get into any of my programs. And
I can't do a system restore because my programs won't open. Does anyone know
why, or what I can do? Please Help!

What happens when you try to open a program, is there an error message?

Try the .exe and .lnk association fixes here:

There was no error message or anything, just an hour glass showing up, but
nothing opening, there was a virus, but I cleared it.
