can't move a folder if files inside being opened before closed?

This is one annoying behavior on Vista I don't understand why. If you
open a file in a folder with an application and you decide to move the
whole folder to another location, without exit the application you
won't be able to move the folder. The file is closed why can't you
move the folder?

Unlocker was the program I used to unlock the process that keep me
from moving it, but it does not work on Vista 64-bit.

Is there a way to fix this problem without exiting the program opening
the file?

I just found that if I rename files inside the folder, then I can do
whatever (rename, delete or move) to the folder without any problems.
I can also rename the files while being opened by an application. if
you lock the folder, why does it allow you to rename files being
opened? This does not make design sense to me.
