Can't move files from search results

I did a search in "search for files or folders". Usually I can select
the results and use edit, move to folder to move the files. Now I'm
getting a message:

your security settings do not allow downloading from this location.

Been looking all over but haven't found the magic fix for this.

Anyone know what it's talking about and how to fix it ?

TIA
