I could but now I can't. I checked security and it says
I'm the owner and have full access but none of them open
and I can't add or delete anything.

What version of Outlook? How big is your .PST file? (I'm assuming you're a
standalone user and not connecting to an Exchange server.)

It's 2003. My files are small and I'm connected to an
exchange server.

Any error messages? Have you talked to your Exchange administrator about
this?

No error messages - I have talked to our IT and they have
no idea and the things they tried with moving things
around didn't work either.

Unfortunately I'm not much of an Exchange expert. Since this thread has
been around for a couple of days now, you might want to repost your question
and make it clear that this is an Exchange mailbox and not a .PST file, and
that you aren't getting any error messages. Hopefully those more familiar
with Exchange problems will be able to help you with this.
