I cant make windows mail my default mail handler

every time it opens it says its not the default.
I can go to options and click make default which it accepts but after
presing OK and reopening options it says again it is not the default mail
handler

I had thought that this ptoblem was linked to have outlook installed I have
uninstalled this now and rebnooted but the problem persists
linked to this problem perhaps is the fact that internet options only sees
windows mail as a news handler
any ideas please
If I have to reinstall it how do I go about doing that

'Default Programs|Set your Default Programs', set Windows Mail as default
and make sure it has all it's defaults.

I have removed outlook from the start menu.

The problem is that in default programs windows mail appears as
Windows Mail(news)

and all the defaults refer only to newsgroups not emails
so I can't set windows mail as the default email handler

I reinstalled outlook and this appears as the default mail hander in default
programs but the default mail handler option is ticked/checked and disabled
to I cant uncheck it

The version of outlook is student /teacher edition for XP

any other ideas
