I can't make appointments for my boss

I have my boss' calendar open and I have checked and double checked to ensure
I am a delegate of my boss with full editor capabilities (even the private
items can be viewed by me), but no matter what I try I can't make an
appointment on her calendar, and when I send her an invitation to a meeting
nothing comes up on her calendar, even when she clicks send/receive all.
