There is no way a virus could have lived through a reformat. I suspect
that you did a Repair Install and not a Clean Install. Here are links

If in fact you really formatted the drive and did a clean install, then
something you installed afterwards is infected (data, suspect "drivers"
or programs) or you connected to the Internet without having the XP SP2
firewall in place. Or possibly the machine is on a local area network
with another infected machine. There is no way for me to tell.
At this point you should format the drive and do a Clean Install.
