I've been trying to remove a virus from my moms computer that has lived
through a reformat last night. I had been login and install AV software and
clean up stuff, but then shortly after the av program got infected and
wouldn't run anymore.

I tried following removal instructions from symentec security response and
rebooting. Now I can't login anymore.Whenver I try it flashes briely but
then instantly says Loading your personal settings but then instantly after
that it says Logging off...

There is no way a virus could have lived through a reformat. I suspect
that you did a Repair Install and not a Clean Install. Here are links
to instructions for both types of installations:

http://www.michaelstevenstech.com/XPrepairinstall.htm - Repair Install
How-To
http://michaelstevenstech.com/cleanxpinstall.html - Clean Install How-To
http://www.elephantboycomputers.com/...nstall_Windows - What
you will need on-hand

If in fact you really formatted the drive and did a clean install, then
something you installed afterwards is infected (data, suspect "drivers"
or programs) or you connected to the Internet without having the XP SP2
firewall in place. Or possibly the machine is on a local area network
with another infected machine. There is no way for me to tell.

At this point you should format the drive and do a Clean Install.

Sorry didn't mean to dupe post. I couldn't find the thread and I didn't see
it in my outbox. I'm really unsure about how the virus persisted after the
format because before I downloaded drivers and antivirus on my main pc, I
did a full system scan and came out clean.

I transferred over the drivers with a usbflash drive and I hadn't actually
brought over any backup files or anything. Oh well I guess I'll just try the
repair install and if that doesn't work try another reformat install.

If you can't find a post search for it using Google Groups Advanced Search.
