When I try to login into Windows XP, I get a 0xC00000BB error?

I've tried reinstalling but that didn't help.

Also pressing Ctrl-Alt-Del gave me the same error

The problem was caused by Eoxio's Drive letter access program

Try booting in Safe Mode, then use System Restore to go back
a few days.

Tried safe mode-got the same error.
