can't log in to ftp permission denied

I have 1 person in our firm who cannot log in to a FTP site. He has Internet
Explorer 6. When he types in the address, he gets "error 550 access
denied". If I log in to his PC as administrator, it works fine. I can also
log in to the FTP site just fine from other PC's using Internet Explorer 6
and 7. We are all using Win xp. I can't find an answer for this.
