Can't load up "Control Panel"

Hmmm wierd!

I go to "Start", go to "Control Panel" screen flashes, but nothing ... where is it!

I go to my computer, nothing.

I'm guessing i've changed a configuration along the lines or something to do this, any ideas?

 
My System:
Intel Q6600 @ 3.0GHz
4GB RAM PC6400 800MHz
250GB SATA HDD
BFG nVidia 8800 GTX 768MB OC
620W Corsair ATX PSU

Windows Vista 64-bit
Samsung 22" BW
Razer Copperhead Tempest blue
Razer Tarantula

Have you booted into safe mode and done a full system scan?
When you have dont that save messing about have you tried doin a system restore?

By a full system scan what do you mean?

Try going to the Start Search panel and typing Control.
