I am having a problem installing sp1 for internet explorer
6 on a windows 2000 terminal server (still on ie5). Even
though I place the server in install mode, microsofts
upload site continues to prompt me to go to install mode
(click ok if you are in install mode, otherwise cancel).
I have no issues installing any other updates or non
windows software. I have even tried downloading complete
sp1 ie6 package and installing with same results. Any
ideas?

Are you using "change user /install" from the command prompt to put
the server into install mode?

Are you sure that you can install SP1 for IE 6.0 directly on top of
IE 5.5? Doesn't it require a base installation of IE6?
