Can't line up images in top and bottom frame when centered

When I center an image (banner in this case) in the top frame it refuses to
perfectly line up with a table of the same size on the bottom. I've tried
putting the top image in a table as well but one image is always offset to
the right. I've changed margins in styles etc. but it doesn't seem to help.
Any ideas would be appreciated. If I set everything to the left I can add a
2 pixel margin on the bottom frame and it works but I was hoping to center
the site.

Actually, I hadn't uploaded the site centered because of this problem but I
just made a copy of the home page, centered it and uploaded it as a sub-file
on the site. Don't bother clicking on any of the links or you'll be taken
the "left-sided" version. Thanks for taking a look.

Agree frames are unnneccary for that type of "simple" content

The reason they will never line up is the no scrollbar (scrolling="no") in the top frame
- the bottom frame reserves space for the scrollbar (scrolling="auto")
- the different browsers render frames (borders) differently

Minor difference is top frame is 761px table, bottom is one is a 760 px table
(but table sizes are minimums anyway, drive by content in the table
