First of all, as long as the user has physical access to the
computer, you cannot perfectly prevent access, except through
data encryption.
That said, when the files and folders do not have permissions
for the user, he cannot access them straightforwardly. Make sure
there are no access rights for Guest or Everyone or any group
that user is in and make sure that user has no administrator
rights.
