      16th Feb 2005
Had a user with IE 5.5. Upgraded to IE 6 sp1. Still can't
install because install claims IE still needs to be
upgraded.

What message does the user get, exactly? Have you tried with the build
posted February 16th at the download site?

Is the message from the installer--that an upgrade is still in progress? If
so, I'd recommend re-doing the IE upgrade using a network download of IE6,
and making sure to choose default for the type of upgrade.
