I can't install programs

I have Vista Home Premium 32 on a new computer - original OS. After 3
months, I now have a problem installing programs. Setup.exe opens, the
windows installer begins, but when the installation dialog box opens, there
is no progress towards installation - it just hangs. Any ideas what the
problem may be, and how to fix it?
