can't install progms, explorer.exe not responding

God, where do I start?

I'd like to start by saying that I am not "dangerous" when it comes to
computers, and am fairly well versed in *most* things I need to use it for on
a regular basis. That being said....It all started with a simple reformat
about 2 weeks ago. Something I have done in the past with no major issues.

The reformat went fine, then I updated with everything I was supposed to and
apparently along the way selected to install IE7, no big deal. At any rate,
then I discovered I'd forgotten the Flash plugin and went to install it.
That's where it started. I DL the plugin, installed it, but nothing. It
seems to work fine on Firefox, at least partly, but not at all recognized in
IE. I tried to uninstall and reinstall, no difference. Then I followed the
directions to amend permissions in regedit as directed from the KB and at
adobe's website. Simply gave my username (which happens to be an
administrator) full control instead of read only. I restarted the computer,
and now windows will not load except in Safe Mode. No icons, no task bar,
nothing. I can navigate and open programs through the task manager, but who
wants to do that? When I select shut down, it tells me explorer.exe is not
responding.

Since then, I've tried to install Adobe Reader, and cannot install that
saying that the administrator has set policies to [restrict] (can't remember
the exact wording). So basically now, I can't install anything.

Startup looks OK, Firewall and AV are installed, tried to install
anti-spyware but that was a bust - I didn't get the same error message, it
just stops.

Anyone have any suggestions? Everything already installed works fine in
Safe Mode.

WinXP, sp2
Dell Dimension (approx. 6 years old - yes, I know), new HDD but original MB.
1G ram

Any help is GREATLY appreciated. Thanks!!
