Can't install printer via browser

Hello,
On our Xp Sp1 professional machines, the following error is displayed
if a non administrator tries to connect to a printer "You do not have
enough privilege to complete the printer installation on the local
machine."

I have verified that adding the user to the "power users" group and
giving them the right to load and unload device drivers does work
around the problem.

However, making them power users negates the restrictions we have in
place preventing users from installing software, editing the registry,
etc.

Does anyone have another work around or solution that doesn't involve
making them power users ?

Any assistance greatly appreciated
