Cant install Office XP- Windows Installer missing

I just reinstall Win 2K on a clean hard drive and was
trying to install Office XP. I get the following
error......

The Windows Installer Service could not be accessed. This
occur if you are running in safe made, or if the Windows
Installer is not correctly installed. Contact your support
personnel for assistance.

I am not running in safe mode, and I try to find Windows
installer on MS web site. They all come in a .MSI format
in which I can not open
