Can't install MS Photo Info

When trying to install Microsoft Photo Info program, I get the following
message:

"There is a problem with this Windows Installer Package. A program run as
part of the setup did not finish as expected. Contact your support personnel
or package vendor."

I downloaded the app again but got the same result.
