I cannot run the .exe to install quick time because I get an error stating
that it's security certificate doesn't match. so windows has blocked it
from running
So i want turn that feature off so i can install quick time

Have you tried shutting off windows firewall(or hopefully a third
party firewall) and then trying to install?

I'll try that and let you know if it helps the actual error message says
this" publisher could not be verified are you sure you want to run this file.
?? "
check out this page for a picture of the error message

That's not an error - that is a warning.
Click on RUN.

You can also save the complete install file to your computer and run the
executable anytime you wish - up to you.

Did you even read the link in the warning?
"How can I decide what software to run?"

Download and save the Standalone installer for Quicktime:
http://www.apple.com/au/quicktime/do...tandalone.html

Then run it from your computer.
