Can't install Intel 82559 Nic Correctly...

I can't get Windows 2000 Server to install onboard Intel
82559 Nic. The server board is Intel L440GX+. But I don't
think it's the card, because a test Netgear network card I
put in has the same problem. I'm in the middle of
installing Service Pack 4. I tried before, but it got an
error. I just re-installed win2k server (Repair option
where it re-installs as well) to try to fix the problem.
Still having trouble though.
