Can't Install IIS - Won't Copy staxmem.dll

's Computer Specifications

I need to install IIS on my XP Pro SP3 computer but keep hitting the same
roadblock. The installation process is stopped almost immedaitely with the
message that the staxmem.dll can't be copied. It's location is in
Windows/ServicePackFiles/I386. I dowloaded and reinstalled a new staxmem.dll
file but got the same message roadblock. It is not read only and XP Pro is up
to date with all updates. Even when I browse to the staxmem.dll file, I still
get stopped with the same message!

How do I get IIS to install?
