Can't Install IE 7

I have IE 6 installed on my computer with XP SP2. When I try to download
IE 7, the download begins but continuously "hangs". The window shows
that it's downloading updates to IE 7 (which has not been installed).
The green progress bar keeps running and never stops. The only way to
stop the download is to shut power to the machine. After rebooting IE 6
is still active.
I tried to uninstall the present IE 6 before installing 7 but it does
not appear in "Add/Remove Programs".

Any help would be appreciated. Thank you.

Start XP in Safe mode with Networking. YOu can do this by tapping the
F8 key after you power up the PC. Apparently, some security software
are affecting the IE7 install.
