I have a bunch of messages stacked up in my outbox, and apparently my
Outlook is set to "Work Offline."

Trouble is, there is no line under the File menu that says "Work
Offline" that I can uncheck.

Is there another way to go Online?

Click on the right below corner on the status bar where your connectivity
status is displayed to change it.
