I like to go on internet from my guest account at windows xp prof.
But I can just go on internet from my administrater account.

Locks like I have to give permission for that, but how ???

"how" depends on what you normally do to go on the internet. If you use a
3rd party modem dialler or ADSL authentication routine then you'd need to
ask the people who supplied it whether or not it worked with the guest
account.
