Can't get valid IP

Hi,
I have WinXP professional.
I have a motorola cable modem connected to one of my USB
ports. The cable company can connect to the modem but the
the local area connection can't get a valid IP from the
modem.
When I try to perform ipconfig /renew I get an error
message saying that the local area connection can't
connect to the socket.
How can I release the socket or what do I need to do in
order to get a valid IP??
