Cant get speech and handwriting recognition to work

Thanks in advance for the help

I tried to follow every steps there are in the windows help center to make
sure speech and handwriting recognition are installed and they very well seem
to as i have the speech recognition tab when i click on the Speech icon in
the control panel. There is also a recognition profile there thats active and
that i can train as much as i want. I still cannot get Windows to turn on
speech and handwriting recognition though in the language bar... In my
language bar all that is ever available is the drawing pad. When i go to
Regional and language options in the control panel, select the Language tab
and click Details it opens the Installed services window, but when click on
the Add button the Handwriting recognition and the Speech options are greyed
out so i cant add them to the language bar.
What troubles me more is that this problem only happens when i'm logged in
on the administrative account of the computer. When i log on to another
account, everything works fine as it should.
Some driver or some option of some sort must be turned off for the
administrative account but not for the other user accounts.... any ideas are
very much appreciated.
