Can't get rid of "Info Icon" pop-up "This program cannot display..

I have this annoying Info Icon popup that I can't get rid of. I believe it
is related to my Windows firewall and is triggered when one of my programs
tries to access the internet. The message at the top of the popup is:
"Navigation to the webpage was cancelled" and then changes to "This program
cannot display the webpage" when you click Refresh. No big deal - but the
popup itself has no "X" in the upper right corner to make it go away and it
just sits in the bottom tray until the computer is re-started, occasionally
popping back up. Very annoying. Can anyone help?
