My USB mouse packed it in and now I'm unable to get the old PS2 mouse to
work. WinXP/Sp2.

Buy a new USB mouse (low cost item) since time is money.

Could be anything. Hardware issue, driver issue (device manager) and/or
IRQ12 not being assigned to the PS/2 mouse port (BIOS).
