can't get past 1st install screen Windows XP

I can't get past the 1st screen that says "windows is
setting up". It gets stuck, then my computer quits
responding. I can't get it to start by
clicking "start","run", "setup.exe" either. Same thing
happens. I'm not sure if it's a CD Rom problem, or XP
problem. I have Windows 95 with 98 upgrade. I want to do
a "new install". Thanks for any help you have.
