I mean, instead of displaying the page as html, it gives me a ton of links
between <>, like <http://www.dhcd.virginia.gov/> instead of showing me the
page as normal. I get to see a bunch of links instead of the page, like this:

Outlook is stripping the images and HTML I would normally see (and can see
before it is downloaded), then converts it to this garbage. Does that help?
