cant get outlook 2007 to select delivery location

i have installed office 2007 and installation went fine. but when i try to
send and recieve mail it sasy go to CP then mail and configure the folder to
have mail delivered to. when i do this i get and error 0x8000ffff. and i
cannot get anymail downloaded. it is a POP 3 setup.
