I can't get Office Outlook 2003 to let me enter contacts, tasks,

I have lost my laptop and desktop to computer failure. I have reloaded Office
2003 onto another desktop and now cannot get Outlook to open properly and
can't enter any contacts, etc. Error message says "it did not open try
again".

That doesn't sound like the EXACT error to me.

First - Unable to open default email folders. Could not open the item.
Try again

Then
Would you like to open your default File System Folder instead.

Then
Unable to start processing services. Could not open the item.
Try again.

I also set up a new profile in control panel >mail. Do I need to restart for
it to take effect?

You'll need to restart Outlook for that indeed.

What account type are we talking about anyway?

Aha, well that makes sense then. Hotmail doesn't support these folders
unless you have a paid subscriptions which allows you to use the MSN Outlook
Connector.
