I find that, having not used Outlook Express for a few months, I can no
longer get the new messages in newsgroups I've viewed previously. What am I
doing wrong?

Have you tried the tools menu>get next 1000 headers? You'll need to adjust
that number in the Tools>options>read tab.

If that doesn't work; then file>work off-line>file>go to main folder
(OE)>compact all folders. Then, properties of the given newsgroup>local file
tab>reset button>apply>OK out. You'll be prompted to go back on-line when
accessing a newsgroup. Click yes.
